1 The Security Executive Agent Directive (SEAD) 4 establishes the adjudicative guidelines utilized for assessing eligibility to access classified information. These guidelines define the standards and criteria that must be met by all covered individuals, whether they are seeking initial or continued eligibility for access. In addition to SEAD-4, Executive Order 12968 provides the framework for a uniform Federal personnel security program.
